The main goal of the Health Governance program is to strengthen local communities and create partnerships to rebuild a health system decimated by war.

Key actors that UOSSM is bringing together include health directorates, representatives of local/state governing bodies/committees, and other related organizations. The Health Governance program's most important priorities include identifying community health volunteers and leaders, linking them to governing bodies and facilities, and developing a communications protocol within a data sharing and referral system. These and other constructs are helping to rebuild a unified health sector in the war-torn environment that is present-day Syria.
